Con Dig (01-Oct-26) — Caterpillar’s planned $1 billion North Carolina manufacturing expansion leads today’s Construction Dig Daily Briefing, alongside a major data-center power award, new federal construction vehicles and a milestone for one of Austin’s biggest highway projects.
Caterpillar plans $1bn North Carolina manufacturing expansion
Caterpillar intends to invest approximately $1 billion in North Carolina to expand manufacturing capacity for its growing Cat Compact business, including plans for a new manufacturing facility in Sanford.
The facility is designed to increase production of compact track loaders and telehandlers and is expected to incorporate automation, digital production systems and integrated logistics capabilities.
Why it matters: The investment represents a major US manufacturing project while also pointing to continued demand for compact construction equipment among contractors and other customers.
Enerflex lands 450MW data-center power project
Enerflex has been contracted to design, engineer, fabricate and assemble approximately 450MW of behind-the-meter natural gas-fired generation for a North American data-center developer.
Deliveries are scheduled to begin in 2027 and finish in 2028. Enerflex is also investing around $100 million across 2026 and 2027 to expand capabilities supporting its Engineered Systems business and adjacent markets including electric power generation.
Why it matters: The award highlights the growing role of dedicated power infrastructure in data-center development as operators seek generation capacity that does not depend on a grid connection.
Tepa-Pond JV joins $997m Navy fuel-infrastructure program
The Tepa Companies and Pond joint venture has secured a position on NAVFAC EXWC’s Global Petroleum, Oil and Lubricants multiple-award construction contract.
The five-year IDIQ has a maximum aggregate value of $997 million across all awards and covers work including pipelines, fuel-storage tanks, modernization, repair, spill containment, backup power and related infrastructure at government installations worldwide.
Why it matters: The vehicle creates a substantial pipeline of specialist federal construction and modernization opportunities across fuel and mission-critical infrastructure.
Walsh gets $76.2m task order under $9bn Navy construction vehicle
The US Navy has selected 15 contractors for a multiple-award construction contract with a combined maximum value of $9 billion covering renovation, repair and new construction across the NAVFAC Northwest area of operations.
Walsh Federal has received an initial $76.2 million task order to construct the P939 Launcher Equipment Processing Building at Naval Base Kitsap in Bangor, Washington. The wider contracting vehicle runs through September 2034.
Why it matters: The task order provides an immediate construction package while the broader vehicle establishes a large long-term pipeline of military facility work in the Northwest.
Turner selected for $900m Air Force modernization program
Turner Construction has been selected as one of eight contractors for the US Air Force’s FARM III restoration and modernization program supporting military ground-testing facilities.
The multiple-award IDIQ has a combined $900 million ceiling and can include mechanical and electrical work, instrumentation, data systems, controls, design-build services and construction through September 2034.
Why it matters: The long-duration program gives Turner access to a recurring pipeline of specialized federal restoration and modernization work.
$677m Oak Hill Parkway opens in Austin
A Fluor and Balfour Beatty joint venture has marked the opening of the $677 million Oak Hill Parkway in southwest Austin, Texas, following the reconstruction and widening of approximately seven miles of US 290 and SH 71.
The project expanded the corridor from two to three main lanes in each direction and added direct-connect flyovers, overpasses, frontage roads and bicycle and pedestrian infrastructure. Final landscaping, paving and striping work is expected to continue through the end of 2026.
Why it matters: The opening marks delivery of a major Texas transportation project serving one of the fastest-growing parts of the Austin region.
What we’re watching
Equipment: Caterpillar’s $1 billion North Carolina commitment will be worth tracking for construction timing, capacity additions and what it says about demand for compact equipment.
Data centers: Enerflex’s 450MW award adds another example of power generation becoming part of the data-center construction package rather than simply a utility-side constraint.
Federal construction: The Navy and Air Force contracting vehicles create multiyear pipelines, but individual task orders — rather than headline ceilings — will be the numbers to watch as work is released.
