Florida roofing contractor fined after worker falls through skylight 

ConDig (24-Sept-25) The Occupational Safety and Health Administration (OSHA) has cited Jacksonville-based Elo Restoration LLC, operating as Elo Roofing, with 10 safety violations for failing to provide fall protection at residential worksites, proposing $752,846 in penalties.

The citations follow two OSHA inspections earlier this year. The first was initiated March 18, 2025, at a Jacksonville site, and the second two weeks later at a St. Johns location after a worker was hospitalized from falling through a skylight while removing roofing fixtures.

OSHA determined the company failed to install guardrails, safety nets, or personal fall arrest systems, and did not provide alternative protection for employees working at heights of six feet or more. The agency issued four willful, three repeat, one serious, and two other-than-serious violations.

“These citations are a stark reminder that workplace safety is non-negotiable,” said US Secretary of Labor Lori Chavez-DeRemer. 

Deputy Secretary Keith Sonderling added: “No one should walk into work worrying that they might not come home at the end of the day.”

Elo Restoration has 15 business days to comply, contest the findings, or request an informal conference with OSHA.
