Con Dig (29-May-26) Tutor Perini Corporation subsidiary Perini Management Services Inc. (PMSI) has secured an $81.8 million contract from the United States Coast Guard to deliver new family housing and critical water infrastructure upgrades at Coast Guard Base Kodiak in Alaska.

The project, known as the Family Housing Phase IV and Aviation Hill Water Tank development, will be constructed at the Nemetz Park site within the base and forms part of ongoing efforts to modernize housing and support infrastructure for military personnel stationed in the region.

Under the contract, PMSI will design and construct 30 family housing units, comprising 20 three-bedroom homes and 10 four-bedroom homes arranged in 15 duplex buildings. The project also includes demolition work, utility installations, roads, sidewalks, and associated site improvements.

In addition to the housing component, the contractor will replace the base’s existing 653,800-gallon Aviation Hill water storage tank and complete connections to the broader Base Kodiak water system, supporting both domestic water supply and fire protection requirements.

Construction is expected to begin immediately, with substantial completion targeted for November 2028. The award will be added to Tutor Perini’s backlog during the second quarter of 2026.

Federal housing investment remains a key construction driver

The award comes as federal agencies continue investing in military housing and supporting infrastructure, creating a steady pipeline of institutional construction work across the United States.

While commercial real estate and residential construction have faced headwinds from elevated interest rates and affordability pressures, government-funded projects have remained a comparatively resilient source of demand for contractors. Military housing, utility upgrades, and base modernization programs in particular have become increasingly important contributors to contractor backlogs.

The Kodiak project follows another recent Coast Guard award for PMSI at the same base, highlighting continued federal investment in facilities that support personnel recruitment, retention, and quality of life.

Beyond the housing component, the replacement of the Aviation Hill water tank underscores the growing focus on infrastructure resilience across military installations.
