Hensel Phelps Construction plugs into $54.5M energy plant deal

ConDig (02-Oct-17). General contractor and construction manager Hensel Phelps Construction Co. has bagged a $54.5 million firm-fixed-price contract to build a powertrain facility and central energy plant at the Naval Air Station, in Corpus Christi, Texas.

Under the deal with the Naval Facilities Engineering Command, the Greeley, Colorado-based company will build the facilities that are part of an overall scheme that will see the structures house rotary wing aircraft component rebuilding equipment and infrastructure.

Primary facilities include an aircraft component maintenance facility with flexible manufacturing space to house component maintenance processes, administrative space, rest rooms, support space and a central energy plant.

The central energy plant replaces existing boilers and chillers that provide heating and cooling and industrial steam for the machinery. The powertrain facility includes special foundations; fire detection, alarm, and protection systems; mass notification systems; energy monitoring and control system connection; and building information systems. 

The work will include sustainability and energy enhancement measures, according to the Defense Department.

The contract also contains six unexercised options, which if exercised would increase the contract value to $57.2 million.

The project, which is expected to be completed by March 2020, was competitively procured via the Navy Electronic Commerce Online website with two proposals received.
