Con Dig (14-Oct-26) — Kansas City is preparing to begin the first phase of Roy Blunt Luminary Park over Interstate 670 this winter, with major highway closures planned as crews build the first block of the downtown deck park and supporting tunnel infrastructure.
The initial phase is expected to cost approximately $164 million. It will cover the block between Wyandotte Street and Baltimore Avenue, construct supporting fire protection and emergency systems across a wider section of the corridor, and provide a building for tunnel safety and operating equipment.
Project organizers say I-670 is scheduled to close in early December 2026 and remain closed through September 2028. Intermittent local street closures are expected to continue until the first phase is completed in spring 2029.
The wider vision calls for a four-block park over the interstate, with an estimated total cost of around $315 million. However, funding for the remaining blocks has not been secured, and future phases depend on additional public and private support.
The construction program will involve significant highway, structural, utility and safety-system work, while requiring extensive traffic diversion through downtown Kansas City.
Why it matters: The first phase moves a long-planned highway-cap project into construction, creating a major urban infrastructure job while placing significant pressure on downtown traffic management and future project financing.
